Start with the thing that confuses most people searching for this app. Rufilo is now Tradofina. The Google Play listing under the old package name, com.rufilo.user, publishes as "Small Business Loan: Tradofina", from the same developer, Arnold Holdings Ltd. Meanwhile rufilo.com is still online, still branded Rufilo, still advertising an outdated ₹36,000 limit. Nothing on either site tells a borrower plainly that the two are one product.
The lender behind both names is Arnold Holdings Limited, a company listed on the BSE since long before this app existed, which states it is an RBI-registered non-deposit-taking NBFC lending from its own book. So this is not an anonymous app. It is a small-ticket lender with good disbursal speed, thin disclosure, and a recovery-conduct problem visible in its own reviews.
Rufilo Loan App Reviews
The listing holds 4.6 stars from about 4.17 lakh ratings, with more than 50 lakh downloads, last updated 18 August 2026. Look past the average: the daily stream is dominated by one-word five-star reviews, while the substantive reviews split sharply.
What borrowers praise, consistently:
- Speed. A paperless application and money in the account within minutes is the single most repeated compliment.
- Approval where others refuse. One reviewer in September 2026 described being approved for ₹12,000 after other apps declined even ₹2,000.
- Reliability for repeat borrowers who have used it for years as emergency cash.
What borrowers complain about, also from September 2026:
- Recovery conduct. Reviews describe agents making home visits without a debt-recovery certificate, a home-visit letter or ID; agents claiming to call on behalf of a police superintendent or a court advocate; and agents calling and abusing people in the borrower's contact list.
- Offers withdrawn from good repayers. Borrowers who repaid on time report being parked on a waiting list for years while the app keeps their data, or losing access permanently after a single missed EMI following a job loss.
- Small tickets, high effective rate. Repeated comments that the amount is too small and the rate too high.
- Unresponsive support, with one reviewer calling it a "fake company, no response".
The recovery-agent reports matter most. Under RBI's Digital Lending Directions, 2025, the regulated lender is fully liable for the acts of its service providers and recovery agents. If these accounts are accurate, they are Arnold Holdings' regulatory responsibility, not a third party's.
Rufilo Loan App Safe or not?
Legitimate, but with real problems you should weigh before borrowing.
What checks out:
- The lender is the app's own operator — a BSE-listed company incorporated in 1981, not a shell.
- It says it lends on its own book, so there is no hidden chain of partner NBFCs.
- Nil foreclosure and prepayment charges, stated plainly in the FAQ.
- A published three-day cooling-off period, as RBI's digital lending rules require.
- Two full worked cost examples with APRs on the Play listing — more disclosure than most competitors give.
- It reports to credit bureaus, so on-time repayment builds a thin file.
- It publishes a fraud-prevention page warning that impersonators demand upfront processing fees and repayment to personal UPI IDs.
What does not:
- A data-safety contradiction. The Play data-safety block declares "No data collected" and "No data shared with third parties". The company's own privacy policy says it collects financial SMS data and uploads it to its servers to assess income, and that "data collection may occur even when the app is not in active use". Those cannot both be true, and SMS is the most sensitive permission in this category.
- No grievance officer. No name, no dedicated email, no phone, no address. Its complaint-registration and grievance pages returned errors when we checked. RBI's fair practice expectations are that these are displayed prominently.
- No penal schedule. The FAQ says late-payment charges are detailed in the terms; the terms contain no such detail and no figure.
- DND override. The privacy policy states that regardless of DND or DNC registration, you authorise the company, its representatives and partners to contact you, with "no DNC check required".
- Legal-page hygiene. The old terms page still carries several superseded lender disclosures inside HTML comments, naming different financing partners over time — sloppy on the single fact that matters most.
- The recovery-conduct reports described above.
The rule that protects you everywhere: no genuine lender asks for an OTP, PIN or card details, and none asks you to pay a fee by UPI before disbursal. This lender's own fraud page confirms impersonators do exactly that in its name. Its real processing fee is deducted from the disbursal, never collected in advance.

How to escalate when there is no named officer:
- Email care@tradofina.com with your loan ID, a dated description and what you want done. Ask explicitly for a complaint reference number.
- Send the same complaint by post to the registered office in Mumbai, and keep the dispatch receipt. A postal record is what makes the one-month clock provable.
- If it is unresolved after a month, the company's fair practice code says you may appeal to the Officer-in-Charge of the Regional Office of RBI's Department of Non-Banking Supervision with jurisdiction over its registered office — Mumbai, in this case. You can also file on the RBI Ombudsman portal at cms.rbi.org.in.
- For recovery-agent harassment, complain to the lender first, then RBI, and report threats to the cyber-crime helpline on 1930.
Never use a "Rufilo customer care number" from a search snippet or directory: the company itself warns that people impersonate it to demand payments. Our verified customer care directory lists only numbers published by the companies themselves.
Rufilo Loan App is RBI Registered or not?
The lender says yes, and the structure is unusually simple for this category: one company owns the app, operates it and lends the money.
- Arnold Holdings Limited is the lender, the owner and the operator. Both the Tradofina and Rufilo terms say so.
- Its own management disclosures describe it as a non-deposit-taking, Base Layer NBFC registered with the RBI under registration B-13.02130.
- It is listed on the BSE under code 537069, with CIN L65993MH1981PLC282783, so its filings are public.
- We could not open RBI's register to confirm that certificate number in this check, so treat it as company-stated.
One historical note, because it shows up in the page source rather than the page: earlier versions of the terms named other financing partners, including Si Creva Capital Services, MAS Financial Services, Plebgraph Finance and Way Delta Financial Services. Those paragraphs are commented out and are not the current arrangement. The current terms name Arnold Holdings alone.
Verify any lender yourself, in two minutes:
- Search "Arnold Holdings" in RBI's list of registered NBFCs on rbi.org.in and check the registration matches.
- Look for the app in RBI's Digital Lending Apps directory, under Citizen's Corner.
- Read the Key Fact Statement before accepting: it carries the APR and every charge, and nothing outside it can be levied without your written consent.
- Confirm the app names a grievance officer. This one does not, and that is a genuine shortcoming.

The two worked examples the company publishes tell the real story:
- ₹10,000 over 3 months at 18% a year with a processing fee of about 8%: total payable ₹10,450, stated APR 27.54%.
- ₹30,000 over 12 months at 18% a year with a ₹750 fee including GST: disbursed ₹29,250, EMI ₹2,750, total repayment ₹33,000, stated APR 22.91%.
Notice what happens on the short tenure. The headline rate barely moves, but the upfront fee is spread over three months instead of twelve, so the effective cost jumps by five percentage points. Marketing elsewhere mentions ₹1 lakh for business owners and "credit opportunities up to ₹2 lakh" for micro-traders. No product terms exist behind those numbers. Plan on ₹5,000 to ₹60,000.
Eligibility, documents and where it operates
- Age: 21 and above.
- Income: ₹12,000 a month salaried, ₹15,000 self-employed.
- Who: salaried employees, and small-business owners — kirana, grocery, medical, mobile, bakery, juice and snack shops, street vendors, fruit and vegetable sellers.
- Documents: PAN, Aadhaar (photo or e-Aadhaar) and a selfie. No physical paperwork.
- Location: GPS is checked live at application. Listed cities include Mumbai, Delhi NCR, Chennai, Kolkata, Bengaluru, Pune, Jaipur, Chandigarh, Bhubaneswar, Mysore, Mangalore and Kozhikode.
- Disbursal: claimed within minutes of approval, with a fallback of 24 working hours if the bank delays.
Borrowing here with your eyes open
- Check you are in the real app. The listing is "Small Business Loan: Tradofina" by Arnold Holdings Ltd. Anything else using the Rufilo name is not this lender.
- Ask for the net disbursal after the fee, in rupees, before accepting.
- Prefer a longer tenure if the APR is lower — on this product the fee dominates short loans.
- Get the late-payment charge in writing, because it is published nowhere.
- Screenshot your repayment schedule and every payment confirmation.
- If an agent contacts you improperly, record it, complain in writing, and escalate to RBI. The lender is liable for its agents.
Verdict: should you use the Rufilo app?
For a small emergency amount when nothing else is available, it works, and it does some things well: no foreclosure charge, published APR examples, a cooling-off period and genuinely fast disbursal.
We would not make it a first choice. A lender that declares "no data collected" on Google Play while its own policy describes uploading your SMS has a disclosure problem. A lender that names no grievance officer has an accountability problem. And the September 2026 reports of agents calling borrowers' contacts and invoking police authority describe conduct RBI's rules prohibit.
