RuleMudra Loan App Real or Fake? The Lender, Cost and Red Flags

RuleMudra is a real loan website. The lender behind it is Decimus Financial Limited, an NBFC listed in RBI's register. So it isn't a scam with no lender behind it. Whether it's safe is a separate question. The platform announced its launch on 14 October 2026, has no Google Play app and prices loans at up to 1% a day.

Before you apply, check one thing. Your Key Fact Statement should name Decimus Financial as the lender and show the exact rupees you'll get and repay. If any page, agent or app offers a RuleMudra loan under another lender's name, or wants money first, stop there.

RuleMudra in five lines

  • A real company: RuleMudra is run by TwoMinutes Fintech Private Limited. It calls itself a lending service provider and says it doesn't lend.
  • A registered lender: Decimus Financial Limited is serial 1819 in RBI's NBFC list as on September 30, 2026. Its own website names RuleMudra.
  • Website only: there's no RuleMudra app on Google Play. You apply through its loan portal in a browser.
  • Very costly: interest can reach 1% of the loan for every day you hold it. A fee of as much as 10%, plus GST, comes off first.
  • Mixed messages: the press release names a second lender that doesn't list RuleMudra, and the loan portal's terms clash with the main site.

The company behind RuleMudra and the NBFC that lends

RuleMudra's footer says the site is managed by TwoMinutes Fintech Pvt Ltd. Its terms call RuleMudra a lending service provider, or LSP. In plain words, it finds borrowers and runs the website. The money itself comes from an NBFC.

That NBFC is Decimus Financial Limited. It used to be called K.C.Fincap Limited, and RBI's list places it under the Chandigarh regional office. Its registered address is on Moga Road in Moga, Punjab. Under RuleMudra's fair practices code, Decimus alone lends the money.

The money trail matters as well. The same code says repayments go only into NBFC accounts. No money should pass through RuleMudra or any third party. So if someone asks you to pay into a personal account, that isn't how this loan is meant to work.

There's one more name you may come across. TwoMinutes Fintech also runs KredBharat, an app on Google Play whose loans come from a different NBFC, AGF Finlease (India) Limited. RuleMudra lists KredBharat as a sourcing partner. They're separate products, so don't assume one app's terms apply to the other.

Checking RuleMudra's lender with RBI, step by step

RBI doesn't approve websites or apps one by one. It registers lenders. So the real test has two parts: is the lender registered, and does that lender own up to the platform? Here's what we did on 4 November 2026.

  1. Find the lender's name. RuleMudra's footer, privacy policy and fair practices code all name Decimus Financial Limited. The privacy policy gives its RBI number as B-06.00218.
  2. Get RBI's NBFC register. We used the edition with data as on September 30, 2026. RBI's own server didn't respond, so we opened an Internet Archive copy of that official file.
  3. Match the entry. Decimus is serial 1819, under the Chandigarh office. It takes no deposits and sits in the base layer. Its CIN matches the one on its own website.
  4. Look at the lender's own site. Decimus has a Digital Lending Partners page. It shows two apps: Zet Loan and RuleMudra.
  5. Check the second name. The press release also named Basel Investments Limited. Basel is registered too, at serial 984. But its own disclosure page lists just one app, called borrow.
  6. Search RBI's directory of digital lending apps. It timed out twice, so RuleMudra's entry there is unchecked. RBI also says that list is built from what lenders report, without its own checks.

Step 5 is the odd one out. Basel says every app that offers its loans is on its page, and RuleMudra isn't. So treat Decimus as your lender. Want to repeat this for another lender? Our step-by-step RBI check for loan apps covers it.

RuleMudra interest, fees and tenure

RuleMudra's main website and its loan portal quote different terms. The table puts them side by side, as published in November 2026.

₹1,000 up to ₹2 lakh

The home page has a worked example, and it's the clearest guide. Say you borrow ₹10,000 for 15 days. Interest at 1% a day comes to ₹1,500. The fee is ₹1,000, GST on it is ₹180, and both come off before payout.

So ₹8,820 reaches your bank, and you repay ₹11,500. That's ₹2,680 in total cost for 15 days. Over a full year, that daily rate would add up to 365% in interest, with the fee on top.

The portal's lower numbers don't fit a loan that lasts 90 days at most. Its sample loan is ₹5,00,000 over 36 months, which RuleMudra doesn't offer at all. Its APR of 16.75% is even below its own lowest rate of 18%, which can't happen once fees are added.

So which figures count? The ones in your Key Fact Statement. RuleMudra's own code says the KFS must show the APR, every fee and the net amount paid out. The terms add that processing fees are generally not refunded.

Reasons RuleMudra makes people suspicious

Some doubts about RuleMudra are fair. Others come from its name. Here's what the evidence shows.

  • It's brand new. Its launch was announced in a press release on 14 October 2026, and its terms took effect on 28 May 2026. There's little public track record.
  • No Play Store app. Google Play doesn't allow personal loan apps that need full repayment in 60 days or less. RuleMudra's 15-day example would break that rule, and the platform runs as a website instead.
  • A lender that doesn't confirm it. Basel Investments, named in the press release, doesn't list RuleMudra on its own page.
  • Pages that clash. The home page sets the age limit at 21 to 55. The about page says 21 to 65, while the terms only ask that you're 18 or older.
  • A confusing privacy policy. Early on, it promises not to look at your installed apps. A later section says it may collect installed-app details through a partner called Credeau, plus details of transaction SMS.

What's normal here? An LSP working with an NBFC is a common, legal setup. A fee taken out of the payout is common too, and so is a NACH auto-debit mandate. None of these, on its own, makes RuleMudra fake.

RuleMudra user reviews: what little exists

There's no RuleMudra listing on Google Play, so there's no star rating and no dated reviews to read, as of November 2026. We also found no news reports of complaints. For a platform this new, that tells you very little either way.

The home page shows testimonials from named customers. They carry no dates, though, and we can't check them. A company picks the quotes it puts on its own page.

You might find reviews of KredBharat, the operator's Play Store app. It's rated 2.7 from 744 reviews. But KredBharat lends through a different NBFC, so those reviews aren't about RuleMudra loans.

Fake RuleMudra calls, links and look-alike apps

A new brand with "Mudra" in its name is easy to copy. The word is also tied to a government loan scheme, which makes fake offers sound official. Watch for these signs.

  • Any RuleMudra APK or app download. RuleMudra has no Play Store app. Its real loan portal opens from its own website.
  • A fee before the loan. RuleMudra says it takes no upfront fee for applying, eligibility checks or payout. Its fee is simply deducted from the amount it pays out.
  • Payments into a bank account or personal UPI ID. The site tells you to repay only through its repayment link, never straight into a bank account.
  • Strangers asking for OTPs or documents. RuleMudra says it doesn't authorise unknown agents, unofficial numbers or personal payment links.
  • A different lender on the papers. Your agreement and KFS should name Decimus Financial Limited.

Decimus runs its own warning page as well. It says apps called Fast Cash, BuddyMoney and Magic Loan aren't authorised by it. If you spot a fake, report it on RBI's Sachet portal, and call 1930 if you've lost money.

When a RuleMudra loan goes wrong

Start with RuleMudra, and keep a record of every call, email and payment. These are its published contacts as of November 2026. Our RuleMudra customer care page keeps them in one place.

  1. Customer care: call +91 8447360240 or email support@rulemudra.com with your loan ID. It aims to answer in 24 to 48 hours.
  2. Grievance officer: write to Tribhuvan Petshali at tribhuvan.p@decimus.in. He's a Decimus director. The lender's grievance policy gives a second address, grievance@decimus.co.in.
  3. RBI Ombudsman: if there's no fix within 30 days, or you're unhappy with the reply, complain on cms.rbi.org.in, RBI's complaint site, or ring 14448.
  4. Fraud: if someone has taken money from you, call the cybercrime helpline on 1930 straight away.

Rough recovery calls are a separate issue. RuleMudra's fair practices code bans harassment, coercion and calls to unrelated people. If an agent crosses that line, complain to Decimus in writing and save the call logs.

Is RuleMudra worth using?

RuleMudra fits a narrow case. You're salaried, you need a small sum for a couple of weeks, and you can repay in full on your next payday. Even then, add up the rupee cost before you sign.

Look elsewhere if you need more than a few weeks, want monthly EMIs or don't get a regular salary. A loan this short can push you to borrow again just to repay it.

If you want something to compare against, try these:

  • mPokket, another app for small personal loans.
  • KreditBee, which lends similar sums over longer periods.
  • FlexSalary, built for salaried people who need small amounts.

Frequently asked questions

Is RuleMudra real or fake?

RuleMudra is real. TwoMinutes Fintech Private Limited operates the website, and Decimus Financial Limited, an NBFC in RBI's register, provides the money. Decimus lists RuleMudra on its own partners page. Real doesn't mean cheap or proven, though. The platform launched in October 2026, has no Play Store app and charges up to 1% a day.

Is RuleMudra RBI registered?

RuleMudra itself isn't registered with RBI, because it doesn't lend. Its lender is. Decimus Financial Limited is serial 1819 in RBI's list of NBFCs as on September 30, 2026, with registration number B-06.00218. RBI's Digital Lending Apps directory timed out when we tried it in November 2026, so RuleMudra's entry there is still unchecked.

How much does a RuleMudra loan cost?

The home page puts interest at as much as 1% a day, charged flat. A fee of as much as 10%, plus GST, is cut from the payout. On its own example of ₹10,000 for 15 days, you'd receive ₹8,820 and repay ₹11,500. That's a cost of ₹2,680. Your Key Fact Statement must show the APR and the total to repay, so check it first.

What is the RuleMudra customer care number?

Call +91 8447360240. That's RuleMudra's customer care line, and its grievance page lists the same number for the grievance officer. The support email is support@rulemudra.com, with replies promised in 24 to 48 hours. For loan or recovery complaints, write to tribhuvan.p@decimus.in. Don't trust a number a stranger sends you on WhatsApp.

What should I do about harassment or fake RuleMudra calls?

Don't pay anyone who asks for a fee to release a loan. RuleMudra says it charges nothing upfront and takes repayments only through its repayment link. For rough recovery calls, complain in writing to RuleMudra and Decimus, and keep recordings. If nothing changes within 30 days, go to the RBI Ombudsman. If you've lost money to a fraud, call 1930.

How do I close a RuleMudra loan early or cancel it?

RuleMudra's FAQ says you can close early from its Repayment section. Enter your mobile number, verify the OTP and pick the full payment option. Part payment works the same way. Its pages disagree on whether early closure costs extra, so check your KFS. Within the cooling-off period, you can exit by repaying the principal and proportionate charges.

Is there a RuleMudra app on Google Play?

No. We found no RuleMudra app on Google Play in November 2026, and its operator's developer page there lists only KredBharat. RuleMudra runs as a web portal that you open from its own website. If someone sends you a RuleMudra APK file or a Play Store link, treat it as a likely fake and don't install it.

Is RuleMudra the same as a government Mudra loan?

No. RuleMudra is a private company's website for short personal loans. The government scheme is different: under PMMY, banks, small finance banks, MFIs and NBFCs lend to small and micro firms for business. MUDRA's website says it works without agents or middlemen. So treat anyone who charges you to arrange a "Mudra loan" as a red flag.
