RuleMudra is a web-based loan platform run by TwoMinutes Fintech Private Limited, and its loans come from Decimus Financial Limited, an RBI-registered NBFC. The one thing you must know is the price: its home page quotes interest of up to 1% a day, flat, plus a processing fee of up to 10% and GST. RuleMudra announced its launch in a press release dated 14 October 2026, so it's very new. There's no Google Play app; you apply on its website. Loans run from ₹5,000 to ₹1,00,000 for up to 90 days. Its own example turns a ₹10,000 loan into ₹8,820 in your bank and ₹11,500 to repay after 15 days. Here's what we could and couldn't confirm, as of November 2026.

Our Ratings

Disbursal speed 2.5/5

The home page says minutes and the terms say 2 to 24 hours, but with no reviews and no test loan we couldn't check either.

Interest & cost 1.0/5

Interest runs up to 1% a day, flat, and a fee of up to 10% plus GST comes off before payout.

App experience 2.0/5

There's no Play app, and the loan portal contradicts the main site on amount, tenure, charges and its sample loan.

Customer support 2.0/5

A phone number, email and grievance officer are published, but the officer is a Decimus director reached on RuleMudra's own line.

Safety & transparency 2.0/5

Decimus is registered and names RuleMudra, but the second lender in the press release doesn't, and the privacy policy contradicts itself.

Loan Details & Charges

Loan Amount ₹5,000 to ₹1,00,000
Interest Rate Up to 365% a year
Tenure 15 days to 3 months
Processing Fee 2% to 10% + GST
Late Payment Loan portal only: '₹500 per missed EMI'. The main website publishes no late fee; the terms say late payment charges 'may apply' and are set by the lender in the KFS.
Foreclosure Conflict: home page 'Applicable as per policy'; loan portal 'Zero foreclosure charges'. Early closure and part payment via the Repayment page with OTP.
Bounce Charges Loan portal only: '₹500'.

Eligibility Criteria

Age 21-55 years
Min Income ₹15,000 per month
Employment Salaried (FAQ: 'Any salaried individual'); portal asks employment type and salary mode
Documents PAN, Aadhaar, income proof / salary-account bank statement, current address proof (FAQ); Video KYC or liveness check, bureau and bank-account checks (press release); NACH mandate

What It Actually Costs

Loan amount ₹10,000
Tenure 15 days (half a month), RuleMudra's own example
Monthly EMI ₹11,500 due over the 15 days (the example shows no monthly EMI)
Total interest ₹1,500 (1% a day, flat, for 15 days)
Processing fee ₹1,180 (₹1,000 fee + ₹180 GST), deducted upfront
Total repayment ₹11,500

This is RuleMudra's own home-page example at its top rate of 1% a day, flat, which is 365% a year before the fee, so the monthly EMI formula doesn't apply. You'd receive ₹8,820 and repay ₹11,500, a cost of ₹2,680 for 15 days.

Pros

  • The lender, Decimus Financial Limited, is in RBI's NBFC register and names RuleMudra on its own website
  • The home page shows a worked rupee example, so you can see the payout and the repayment before you apply
  • Repayments go only to the NBFC's accounts, and the site warns you not to pay anyone else
  • Part payment and early closure are allowed through the repayment page with an OTP
  • It says it takes no upfront fee before disbursal; the fee comes out of the loan itself

Cons

  • Interest of up to 1% a day, flat, which is 365% a year before the processing fee
  • A processing fee of up to 10% plus GST is taken off before the money reaches you
  • No Google Play app and no public user reviews, so there's no track record to read
  • Its own pages disagree on the top amount, the age limit and foreclosure charges
  • Brand new: its launch press release is dated 14 October 2026

Our Verdict

The lender checks out. Decimus Financial Limited is in RBI's list of registered NBFCs as on September 30, 2026, and its own Digital Lending Partners page names RuleMudra as one of its apps. RuleMudra's fair practices code says Decimus is the sole lender and that repayments go only to the NBFC's accounts. That's the right setup. What worries us is everything around it. The press release also names Basel Investments Limited as a lender, but Basel's own disclosure page lists one app, and it isn't RuleMudra. The loan portal disagrees with the main site on the top amount (₹2 lakh against ₹1,00,000) and on foreclosure charges, and it shows a sample ₹5,00,000 loan over 36 months that RuleMudra doesn't offer. The privacy policy says the app doesn't read installed apps, then says it may collect installed-app metadata. And 1% a day is 365% a year before the fee. Use RuleMudra only for a small, one-off gap you can clear within weeks, and only after you've read the Key Fact Statement. Check that it names Decimus, the APR and the exact rupee amount you'll repay. For anything longer, a mainstream lender with monthly EMIs will cost far less. We also couldn't confirm RuleMudra in RBI's Digital Lending Apps directory.

Who RuleMudra suits

Salaried borrowers who need ₹5,000 to ₹1,00,000 for a few weeks and can repay on the next payday
People who understand the per-day cost and have no cheaper option
Borrowers who'll read the Key Fact Statement line by line before they sign

Look elsewhere if

You need more than a few weeks to repay, or you want monthly EMIs
You want a lender with a public track record and verified user reviews
You're self-employed or don't get a regular salary

Not sure the app is genuine? Is RuleMudra real or fake? How to check it yourself

Things to Watch

  • The press release names Basel Investments as a lender, but Basel's own app list doesn't include RuleMudra.
  • The loan portal shows a ₹5,00,000, 36-month sample loan and an APR from 16.75%, which don't fit a 90-day product.
  • The privacy policy says it doesn't read installed apps, then says it may collect installed-app metadata.
  • The only grievance officer named is a Decimus director, reached on RuleMudra's customer care number.
  • Its 15-day example is far shorter than the 60-day minimum Google Play sets for personal loan apps.

How to Apply for RuleMudra

  1. 1

    Open the loan portal

Go to RuleMudra's website and tap Apply Now, which opens its loan portal. Enter your Aadhaar-linked mobile number and the OTP.

  2. 2

    Add your details

Fill in your PAN, email, employment type, monthly income, salary date and employer. RuleMudra says it serves salaried people.

  3. 3

    Complete verification

Expect a credit bureau check, bank-account checks and Video KYC or a liveness check, as its press release describes.

  4. 4

    Read the Key Fact Statement

Check that the KFS names Decimus Financial as the lender, and note the APR, the fee, the amount paid out and the total you'll repay.

  5. 5

    E-sign and set up NACH

Sign the agreement and the NACH auto-debit mandate. The money arrives after the processing fee and GST are taken off.

Current address proof
A bank account in your name for the payout and NACH mandate

What Real Users Say

No rating exists for RuleMudra. Its operator's other app, KredBharat, is rated 2.7 from 744 reviews on Google Play, but that's a separate product with a different lender, AGF Finlease, so we didn't count it.

RuleMudra isn't on Google Play, so as of November 2026 there are no dated public reviews or star ratings for us to read.

What users love

The only praise sits on RuleMudra's own home page: undated testimonials about quick approval and simple steps. We can't verify them, and a company chooses what it shows.

Common complaints

We found no dated complaints about RuleMudra itself, which says more about how new it is than about how it treats borrowers. Its site tells customers to pay only through its repayment link.

How RuleMudra Compares

vs mPokket — A long-running small-loan app on Google Play, so compare its quoted cost with RuleMudra's 1% a day before you sign.

vs KreditBee — Lends similar small amounts through regulated lenders with longer tenures, so get a quote before taking a weeks-long RuleMudra loan.

vs FlexSalary — Built for salaried borrowers who need small sums, which makes it a fair cost check against RuleMudra's per-day pricing.

How we tested

We checked RuleMudra in November 2026. On 4 November 2026 we read its home, partners, FAQ, terms, privacy, fair practices, grievance and disclaimer pages, opened its loan portal in a browser and read its October press release. We found Decimus Financial and Basel Investments in RBI's NBFC register and read both lenders' own disclosure pages. We searched Google Play and found no RuleMudra app. We didn't take a loan, and RBI's Digital Lending Apps directory wouldn't load.

Frequently Asked Questions

Is RuleMudra safe and RBI registered?
RuleMudra itself isn't an NBFC. It's a lending service provider run by TwoMinutes Fintech Private Limited, and the lender is Decimus Financial Limited, which is in RBI's list of registered NBFCs as on September 30, 2026, registration number B-06.00218. Decimus names RuleMudra on its own partners page. We couldn't confirm RuleMudra in RBI's Digital Lending Apps directory, and the press release's second lender, Basel Investments, doesn't list it.
What does a RuleMudra loan really cost?
RuleMudra's home page says interest is up to 1% a day on a flat basis, with a processing fee of up to 10% plus GST taken off before payout. Its own example: borrow ₹10,000 for 15 days, receive ₹8,820 and repay ₹11,500. At 1% a day, interest alone works out to 365% a year. Your Key Fact Statement shows the actual APR, so read it before you sign.
How much can I borrow from RuleMudra and for how long?
The main website and the press release say ₹5,000 to ₹1,00,000, for up to 90 days. The loan portal says ₹1,000 up to ₹2 lakh, with repayment up to 3 months. The worked example on the home page runs for just 15 days. Since the pages disagree, go by the amount, tenure and due date in your sanction letter and Key Fact Statement.
Who can apply for a RuleMudra loan and what documents are needed?
RuleMudra says it serves salaried people. The home page and portal give an age range of 21 to 55, but another page says 21 to 65 and the terms say 18 or older. The portal asks for a monthly income of at least ₹15,000, or ₹18,000 in metro cities. You'll need PAN, Aadhaar, a salary account bank statement and address proof, and you may face Video KYC.
What is RuleMudra's customer care number and how do I complain?
RuleMudra's customer care number is +91 8447360240 and its email is support@rulemudra.com; it says it usually replies within 24 to 48 hours. Its grievance officer is Tribhuvan Petshali, a Decimus director, at tribhuvan.p@decimus.in. Decimus's own policy also lists grievance@decimus.co.in. If nothing is fixed within 30 days, you can complain to the RBI Ombudsman.
Is RuleMudra the same as a government Mudra loan?
No. RuleMudra is a private short-term personal loan platform. Government MUDRA loans under PMMY are for small and micro businesses and come from banks, regional rural banks, small finance banks, MFIs and NBFCs. MUDRA says it uses no agents or middlemen, so anyone selling you a Mudra loan for a fee, in RuleMudra's name or the government's, is a warning sign.
How do I file a complaint against RuleMudra?
Work the escalation ladder in order. First, raise the complaint with RuleMudra support (support@rulemudra.com) and insist on a written complaint reference number — a call with no reference number effectively did not happen. If it is unresolved, escalate to the grievance redressal officer at tribhuvan.p@decimus.in. The regulated entity has 30 days to resolve it. After that, you can complain free of cost to the RBI Ombudsman at cms.rbi.org.in — no lawyer is needed, and the decision is binding on the lender.
How do I stop harassment calls from RuleMudra recovery agents?
RBI's rules on recovery conduct are specific: agents may not call before 8 a.m. or after 7 p.m., may not use threats, abuse or intimidation, and may not contact people from your phonebook to shame you. Blanket access to your contacts and photos is prohibited for digital lenders. If this is happening, save the evidence — call logs, screenshots, recordings — and complain to the lender's grievance officer (tribhuvan.p@decimus.in), then to the RBI Ombudsman at cms.rbi.org.in if it continues. If the app is not a regulated entity at all, report it on the RBI Sachet portal (sachet.rbi.org.in) and to the cyber-crime helpline 1930 or cybercrime.gov.in. Harassment, morphed images and contact-list shaming are criminal offences regardless of whether you owe money.
