Chintamani Finlease Loan App Real or Fake? What the Records Show

Chintamani Finlease is a genuine lender, a Delhi NBFC founded in 1995. RBI's register for 30 September 2026 shows Chintamani Finlease Limited at entry 1527. It lends through its own Google Play app, called Instant Personal Loan app CFL, and through a second app, Instant Mudra. We checked all of this on 30 October 2026.

So the company is real and regulated, but its paperwork gives fair cause for worry. Its website terms wrongly say it isn't registered with RBI, and its app lends only in Delhi NCR. If you live elsewhere, don't upload documents at all. If you live there, read the rate in the Key Fact Statement (KFS) before you sign.

Chintamani Finlease at a glance

  • Real NBFC: RBI's September 2026 register carries Chintamani Finlease Limited under its New Delhi office. It does not take public deposits.
  • Two apps: the CFL app is its own brand. Instant Mudra is a second app that Chintamani also publishes and lends through.
  • Delhi NCR only: the website's service areas are Gurugram, Faridabad, Ghaziabad, Noida, Greater Noida and Delhi itself.
  • Mid-size loans: on the CFL app, loans run from ₹50,000 to ₹3,00,000 over 180 to 365 days. The maximum APR shown is 20%.
  • Paper gaps: clashing terms, a missing app on its own disclosure page and a cluster of suspect five-star reviews.

Who owns the CFL app, and is Chintamani the lender?

Here the answer is simple. Chintamani Finlease Ltd is the Play developer of the CFL app, and it is also the lender. The listing says it is an RBI registered NBFC giving personal loans in Delhi. No middleman sits between you and the company that funds the loan.

Instant Mudra is the second channel. Its Play developer is Chintamani Finlease Limited too, and its website says it is owned by the same company. It lends less, from ₹3,000 to ₹30,000, over 3 to 24 months. We cover it separately in our Instant Mudra review.

The company's own records do not always agree. RBI's list shows the address as G-73, Main Vikas Marg, Laxmi Nagar.

The website and Play listing give 216 Vikasdeep Building in the same area. The register's contact email is a Yahoo address, not the company domain. Small firms often have messy records like this, but it pays to know.

Mind the names too. Chinmay Finlease is a separate NBFC in Ahmedabad, at entry 1526. Chintamani Holdings Private Limited is a separate Kolkata NBFC, at 1528. A "Royal Chintamani" app on Play comes from a different developer, Maventech Labs, and we did not review it.

Checking Chintamani Finlease with RBI, step by step

You can repeat our checks in about ten minutes. The idea is to confirm the lender, then confirm the app belongs to it.

  1. Copy the full legal name. On the CFL app's Play page, the developer is Chintamani Finlease Ltd. That is the name to search for.
  2. Search RBI's NBFC register. RBI's list dated 15 October 2026 covers firms registered as on 30 September 2026. Chintamani Finlease Limited is entry 1527, an investment and credit company in the base layer. Its CIN there is U74899DL1995PLC067938.
  3. Read the lender's digital lending page. RBI's 2025 digital lending rules ask lenders to list all their lending apps on their website. Chintamani's page names Instant Mudra only. The CFL app is missing, so ask the company why.
  4. Open RBI's directory of digital lending apps. Lenders report their apps there. On 30 October 2026 the page would not load for us, so neither app could be confirmed.
  5. Check the loan papers. A real NBFC loan comes with a KFS and a loan agreement in the lender's name. The fair practices code says penal interest must be shown in bold in the agreement.

We also tried RBI's list of cancelled registrations, but it would not load. Being on the current register is what counts. If someone uses Chintamani's name to sell a loan that skips these papers, flag them on Sachet. That is the RBI site for complaints about unregulated lenders.

Chintamani Finlease loan rates and charges

Chintamani publishes its prices in two places, and they don't match. The Play listing sets a maximum APR of 20%. The website's interest rate page lists 26% a year for unsecured personal loans.

The Play listing gives its own worked example. On a ₹1,00,000 loan for 12 months, you pay a 3% fee plus 18% GST, so ₹96,460 reaches your account. The listing then charges 20% on the full ₹1,00,000. That makes ₹20,000 of interest, ₹1,20,000 in all and an EMI of ₹10,000.

Look closely at that maths. It is a flat rate, charged on the whole loan for the whole year, even as you pay it down. A normal 20% loan on a reducing balance would need an EMI of about ₹9,263.

So the example costs more than its own 20% headline suggests. In total you would repay ₹23,540 more than you received.

The website adds more mixed signals. One page offers loans of up to 15 lakh with payout in 48 hours.

Another says approval takes up to three business days, and money may come as a cheque in your name. The homepage stops at ₹3 lakh. Treat the KFS as the final word.

Why the CFL app gets called fake

Most of the doubt is self-inflicted. The company is on RBI's register, yet its own pages give people good reason to wonder.

  • Terms that deny the licence. The website terms say Chintamani is not registered with RBI and holds no lending licence. They also call it a mere "facilitator" and the owner of a different loan website. This reads like text copied from another platform, but it sits on Chintamani's own site.
  • App left off its own list. The digital lending page names Instant Mudra and not the CFL app.
  • Data claims that clash. The Play Data safety section says the app collects and shares no data. The privacy policy, linked from the same listing, lists location, contacts, references, email and income details. It also allows sharing with partners outside India.
  • Two grievance officers. The grievance policy names Viirendra Tanwar. The privacy policy names D P Bhutani, with the same phone number.
  • An old app. The CFL app was last updated on 16 August 2025.
  • A Gmail reply. In 2023, the company's Play reply asked a reviewer to write to a Gmail address.

Some things are normal. An NBFC may run its own app and a second branded app. Asking for pay slips, a banker's signature check and half a year of bank statements is old-style. For loans this size, it is fair.

Chintamani Finlease app reviews: what the ratings hide

As of 30 October 2026, the CFL app showed 3.8 stars from 180 reviews and 50K+ downloads. That rating needs a pinch of salt. Five-star reviews arrived in bunches: 11 on 23 January 2026 and 7 on 7 February. Then came about 64 between 20 February and 12 March.

Some of those reviews give themselves away. One posted on 28 February pasted a whole review template, with three versions to choose from. Another, on 3 March, pasted the writing instruction itself. Real customers don't write like that.

Since 12 March 2026 the tone has flipped. Of 16 written reviews after that date, 15 gave one star.

The main theme is location: people in Karnataka and Tamil Nadu found out late that the app only serves Delhi, Haryana and Uttar Pradesh. Others say documents were collected, then calls were cut or the application went quiet. One government employee said they were asked for a guarantor on a ₹50,000 loan.

Instant Mudra has its own, larger record: 3.5 stars from 5.24K reviews as of October 2026. Its complaints are covered in our separate review of it.

Spotting a fake Chintamani agent, call or app

The safest route is to start every contact yourself, using details from the company's own pages. Treat any number or link sent to you as unverified.

  • Use the right app. The CFL app's developer on Play is Chintamani Finlease Ltd, and Instant Mudra's is Chintamani Finlease Limited. Ignore lookalikes such as "Royal Chintamani", and never install an APK sent by message.
  • Don't pay to apply. The Play example takes the fee out of the payout. A caller asking for money first is not following that model.
  • Pay only the lender. Repay through the app or to an account in Chintamani Finlease's name. Never pay into a personal UPI ID.
  • Know the numbers. The website lists +91-9212132955 and +91-9811329561. Anything else should make you hang up and call back.
  • Check the address. Chintamani says it serves Delhi NCR. An "agent" offering a loan in another state is not acting for it.

How to complain to Chintamani Finlease

The grievance policy sets out three levels inside the company, then RBI. Note the date of each complaint.

  1. Customer service desk: call or WhatsApp +91-9212132955, or email info@chintamanifinlease.com. Hours are 10:00 AM to 6:00 PM, Monday to Saturday.
  2. Customer Relationship Manager: if that fails, escalate to care@chintamanifinlease.com. The policy allows 7 working days.
  3. Grievance and nodal officer: Viirendra Tanwar, 9212038639, grievancecell@chintamanifinlease.com.
  4. RBI Integrated Ombudsman: if the matter is still open after 30 days, phone 14448 or file on cms.rbi.org.in.
  5. Cyber fraud: if someone cheats you using Chintamani's name, call 1930 straight away and inform the police.

Every number above also sits on our Chintamani Finlease customer care page. Check there for changes before you call.

Who should borrow from Chintamani Finlease?

It may suit a salaried person in Delhi NCR with net pay of at least ₹30,000 and a year in the job. Self-employed people need three years in business. It could also help someone with a weak credit score, since the website says it does lend to people with poor CIBIL scores. In each case, check the KFS shows a reducing-balance rate you can live with.

Skip it if you live outside Delhi NCR, because your application will likely go nowhere. Skip it too if you want a fully digital loan with no paper documents, or if the clashing data terms bother you.

FAQ on Chintamani Finlease loans

Is Chintamani Finlease real or fake?

Chintamani Finlease is real. Chintamani Finlease Limited is a Delhi NBFC founded in 1995, and it appears as entry 1527 on RBI's register as on 30 September 2026. It lends through its CFL app and Instant Mudra, and our searches found no RBI warning or police action. The weak points are its clashing terms and patchy disclosure.

Is Chintamani Finlease RBI registered?

Yes. RBI's list dated 15 October 2026 shows Chintamani Finlease Limited under the New Delhi office, as a non-deposit-taking investment and credit company. Its website terms wrongly say it is not RBI registered, which looks like copied text. Its digital lending page names only Instant Mudra, so ask the company to confirm the CFL app before you apply.

What is the real interest rate at Chintamani Finlease?

The Play listing says the APR is at most 20%. The website's rate page shows 26% a year for unsecured personal loans and up to 66% for short-term ones. The Play example charges 20% flat on the full ₹1,00,000, which costs more than 20% on a reducing balance. Your KFS should show the true APR.

Does Chintamani Finlease give loans outside Delhi?

Not that we could see. The website lists only Delhi NCR cities, from Gurugram and Faridabad to Ghaziabad, Noida and Greater Noida. Recent one-star reviews from Karnataka and Tamil Nadu say the app works only for Delhi, Haryana and Uttar Pradesh. Check your city with customer care before you upload any documents.

What is the Chintamani Finlease customer care number?

The main helpline is +91-9212132955, which also works on WhatsApp, and the website lists +91-9811329561 too. The desk is open six days a week, and the email is info@chintamanifinlease.com. Unresolved issues go to care@chintamanifinlease.com, then to grievance officer Viirendra Tanwar on 9212038639. After 30 days, the RBI Ombudsman can step in.

What should I do about a fake call using Chintamani's name?

Hang up and call the company yourself on +91-9212132955. Chintamani takes its fee from the loan amount, so never pay a caller in advance. Never send money to a personal UPI ID. If you have already lost money, call the cybercrime helpline 1930 at once and file a police complaint with the caller's number.

Can I close a Chintamani Finlease loan early?

The website FAQ says there are zero foreclosure charges, so you can repay early without a penalty. Ask customer care in writing for the exact closing amount first. Once you pay, get a no-dues letter and check your credit report later to see the loan marked closed. Keep the receipt.

Is Instant Mudra the same company as Chintamani Finlease?

Instant Mudra is an app owned by Chintamani Finlease Limited, which also funds its loans. It offers ₹3,000 to ₹30,000 over 3 to 24 months, with a maximum APR of 23% on its Play listing. It is the only app named on Chintamani's digital lending page. Its pricing and reviews differ from the CFL app's.
