A low-fee fuel card for HPCL regulars
HPCL Super Saver is ICICI Bank's co-brand card with Hindustan Petroleum Corporation Limited. ICICI's pages name only a RuPay version, and RuPay credit cards can be linked to UPI, so the same card also pay at a shop's QR code. It is active and open to new applicants.
You pay ₹500 + GST on joining and again on each card anniversary, and from the second year that fee is reversed if the previous anniversary year's spends reached ₹1,50,000. Fuel at HPCL earns cashback straight on the statement, everything else earn ICICI reward points. Our fuel cards explainer covers how surcharge waivers work, and the credit cards hub the other card types.
What decides its value
- The ₹200 fuel cap. The 4% cashback on HPCL fuel stops at ₹200 a month, which you reach at ₹5,000 of fuel (₹200 divided by 4%). Above that only the 1% surcharge waiver is left, and only on transactions between ₹400 and ₹4,000.
- The 400-point cap on bills and groceries. 20 points per ₹100 sound generous, but the cap of 400 points a statement cycle is reached on just ₹2,000 of such spending (400 divided by 20, times ₹100).
- No stated point value. ICICI calls the 20 points per ₹100 a 5% benefit, which imply about ₹0.25 a point, but it never states a rupee value outright.
What changed from 2024 to 2026
Since 5 February 2024 rent payments and e-wallet top-ups earn nothing, and government payments has been counted as utility. Mid-November 2024 was the big reset. From the 15th, interest became 3.75% monthly (45% yearly), a 1% charge applied to fuel bills over ₹10,000, utility bills over ₹50,000 and education paid via third-party apps, add-on cards began costing ₹199, points on utility, insurance and grocery spending got ceilings, and rent, government and education payments dropped out of the reversal count.
From 1 January 2025 the single lounge visit each quarter depends on ₹75,000 of spending in the quarter before. 2026 added four more steps. On 15 January currency conversion went up to 3.5% and charges arrived for wallets, transport and gaming; on 1 February ICICI put a ceiling on transport points; on 1 March the way the minimum due gets worked out was changed; and on 1 April BookMyShow started asking for ₹25,000 of quarterly spend.
A ₹590 card most users can get back
You pay ₹500 to join and ₹500 a year, plus 18% GST, which is ₹90, so ₹590 each time. Fee-paying cards also get 2,000 welcome points after 2 statement cycles if you spend ₹5,000 within 45 days of issue, worth about ₹500 at the implied ₹0.25 a point (2,000 times ₹0.25).
The ₹1.5 lakh reversal
From the second anniversary year, the fee for the year is reversed when your total spends in the previous anniversary year was ₹1,50,000 or more. That is ₹12,500 a month (₹1,50,000 divided by 12). A household putting fuel, groceries, phone and power bills on the card usually gets there, though rent, government and education payments, EMIs, fees and interest are not counted.
Fuel fees and the surcharge waiver
This is the part fuel card users often miss. ICICI charges 1% on any fuel transaction above ₹10,000, and the 1% surcharge waiver covers only HPCL transactions of ₹400 to ₹4,000. So one ₹12,000 fill for a big car pay ₹120 extra (1% of ₹12,000) and gets no surcharge refund, while three fills of ₹4,000 keep the waiver and avoid the fee. Loading the HP Pay wallet does not qualify for the surcharge waiver either.
Interest, late fees and cash
Interest runs at 3.75% a month, or 45% a year, on anything you carry forward, and the interest-free period of 18 to 48 days apply only when the previous bill was cleared. Late fees go by slab on what is left unpaid after the due date, from ₹100 for ₹100 to ₹500 up to ₹1,300 above ₹50,000; a ₹5,001 to ₹10,000 balance draws ₹750, and only if the minimum due is still unpaid 3 days after the due date. Cash advances cost 2.5% (at least ₹500) with interest from day one.
Other charges
- Foreign currency mark-up and currency conversion fee: 3.5% each.
- Rent: 1%. Utilities and transport above ₹50,000: 1%. Education via third-party apps: 1%.
- Skill-based gaming: 2%. Wallet loads of ₹5,000 or more: 1%.
- Add-on card ₹199; paying cash at a branch ₹150; a failed cheque or auto-debit 2% of the total due, minimum ₹500.
- Replacement card ₹200, becoming ₹300 from 11 December 2026. Each reward redemption ₹99 + GST.

Cashback on fuel, points on the rest
The card mixes two kinds of reward. Fuel bought at HPCL outlets or through the HP Pay app gets 4% cashback on the statement, up to ₹200 a month, and transactions of ₹400 to ₹4,000 also have the 1% surcharge waived. There is no minimum spend for the cashback. Pay with the HP Pay app at an HPCL outlet and you get an additional 1.5% as Happy Coins, 6 coins per ₹100 in the HP Pay wallet, with no cap stated.
Other spending earn ICICI Bank Reward Points. Utilities, which ICICI defines here to include groceries, telecom, government and tax, and departmental stores get 20 points per ₹100, capped at 400 points a statement cycle. Everything else earns 2 points per ₹100, in India and abroad. The card page FAQ calls the 400-point cap monthly while the terms say per statement cycle, we follow the terms.
What a point is worth
ICICI publishes no per-point value for this card. It describes 20 points per ₹100 as a 5% benefit, which works out to about ₹0.25 a point (5% of ₹100 is ₹5, spread over 20 points). On that reading the base 2 points per ₹100 is a 0.5% return and the 400-point cap is worth about ₹100 a cycle (400 times ₹0.25). Every redemption cost ₹99 + GST, so let points build and redeem once a year, well within the 3-year expiry.
What earns nothing, and what is capped
No points on fuel, which gets the cashback instead, nor on cash advances, interest, late fees and other charges, joining and renewal fees, EMI, balance transfers, rent or e-wallet loads. Insurance spends earn points only on the first ₹40,000 a statement cycle, and transport only on the first ₹10,000 since 1 February 2026.
Three drivers, worked out
| Driver | Fuel at HPCL | Groceries and bills | Other spends | Each month |
|---|---|---|---|---|
| Light, ₹15,000 a month | ₹3,000: ₹120 cashback (4%) | ₹2,000: 400 points (cap reached) | ₹10,000: 200 points | ₹120 cashback, 600 points |
| Typical, ₹30,000 a month | ₹6,000: 4% is ₹240, capped at ₹200 | ₹6,000: 1,200 points, capped at 400 | ₹18,000: 360 points | ₹200 cashback, 760 points |
| Heavy, ₹60,000 a month | ₹12,000 in ₹4,000 fills via HP Pay: ₹200 cashback plus ₹180 Happy Coins (1.5%) | ₹10,000: capped at 400 points | ₹38,000: 760 points | ₹200 cashback, ₹180 coins, 1,160 points |
In each example we value points at the implied ₹0.25, take off one redemption a year at ₹116.82 (₹99 plus ₹17.82 GST), and count nothing above a cap, because the terms don't say whether capped spending drops to the base rate.
Light. ₹120 a month is ₹1,440 a year, and 7,200 points (600 times 12) is about ₹1,800, so ₹3,240 before the redemption fee and ₹3,123.18 after it. Yearly spend of ₹1,80,000 (₹15,000 times 12) clears ₹1.5 lakh, so from the second year the ₹590 fee is reversed. The quarterly spend of ₹45,000 (₹15,000 times 3) is short of ₹75,000, so no lounge visit, but it clear the ₹25,000 needed for BookMyShow.
Typical. The fuel cap and the grocery cap both bite. ₹2,400 of cashback (₹200 times 12) plus 9,120 points (760 times 12) worth about ₹2,280 gives ₹4,680, or ₹4,563.18 after one redemption. ₹90,000 a quarter (₹30,000 times 3) clears ₹75,000, so 1 domestic lounge visit each quarter comes with it.
Heavy. Splitting fills to ₹4,000 keeps the waiver and dodges the 1% fee above ₹10,000. The year brings ₹2,400 of cashback, ₹2,160 of Happy Coins in the HP Pay wallet (₹180 times 12) and 13,920 points (1,160 times 12) worth about ₹3,480, so ₹8,040, or ₹7,923.18 after the redemption fee. On fuel alone the saving is ₹380 a month on ₹12,000, about 3.2% (₹380 divided by ₹12,000), well under the 5.5% that 4% plus 1.5% would give without the cap.

An easy bar to clear, on paper
ICICI's published floor for this card is low. A salaried applicant need a monthly income of ₹20,000 and a self-employed one at least ₹2,40,000 a year, which is also ₹20,000 a month (₹2,40,000 divided by 12). The FAQ gives an age band of 21 to 65, and applicants must be Indian citizens. Paperwork means identity proof, address proof and a proof of income.
Ways to apply
The card page's Apply Now opens ICICI's online journey, where you upload KYC and income documents. If you already bank with ICICI, check the iMobile app first, card offers sit under Pre Approved Loans/Offers, then Loan and Card Offers, then Cards.
Using it on UPI
The RuPay card links to UPI, but only for paying merchants. Sending money to people, withdrawing cash, IPO and mutual fund payments, lending platforms and foreign inward remittances are all blocked. How much you can spend on UPI is whichever is lower, the card's own limit or NPCI's UPI limits. ICICI says points on UPI spends follows the card's normal structure.
What ICICI checks
- Income and repayment capacity, which the RBI's 2025 card Directions require it to judge on its own.
- Limits you already hold with other lenders, since your new limit is set after counting them.
- Credit score and repayment history, which ICICI's listing page says may be considered.
Approval stays the bank's call even when you meet the published income. If you have no salary, ICICI's listing page says the bank may ask for a fixed deposit as collateral. If you are turned down, the reasons must be given in writing. For service, ICICI's toll-free number is 1800 1080, and our ICICI customer care page has the rest.

Who saves money, and who outgrows it
The ideal user fills up at HPCL two or three times a month for about ₹5,000 in all, puts groceries and phone bills on the card, and spends around ₹12,500 a month overall so the fee stays reversed. For that person the card returns about ₹3,000 or more a year, as the light example shows, for a fee that disappears after the first year.
Long-distance drivers is a different story. The ₹200 cap is used up on the first ₹5,000 of fuel, and after that each litre earn nothing beyond the surcharge waiver. Spend ₹15,000 a month on fuel and the cashback falls to about 1.3% (₹200 on ₹15,000), such a driver should look at a card with a higher fuel cap.
It is also weak for anyone who fills at BPCL or IndianOil, because the 4% applies only at HPCL outlets and the HP Pay app. Abroad it charges the standard 3.5% mark-up, so it isn't a travel card. And one lounge visit a quarter for ₹75,000 of spend in the quarter before is very much spending for a small perk.
The trade-off people miss is that fuel earns no points, only the capped cashback. Beyond fuel the value rest on the 400-point cap for bills and 2 points per ₹100 on the rest, which is modest. If most of your spending is not fuel, pair it with a good everyday card. Our best fuel credit cards list puts the main options side by side.

Three fuel cards to weigh against it
The natural rivals are the other oil-company co-brands at a similar fee: the HPCL ENERGIE BOBCARD, which works at the same HPCL pumps, the BPCL SBI Card and the IndianOil HDFC Bank Credit Card. The right one depend mostly on whose pumps are near you.
HPCL ENERGIE BOBCARD charges ₹499 to join, with no waiver on that, and ₹499 + taxes a year, waived on ₹50,000 of annual spends. At eligible HPCL outlets it gives 24 points per ₹150, worth 4% at ₹0.25 a point, capped at 1,000 points a statement, so up to ₹250 of value (1,000 times ₹0.25) against ICICI's ₹200. Its surcharge waiver covers ₹400 to ₹5,000 transactions but stops at ₹100 a statement. One domestic lounge visit a quarter needs only ₹20,000 of spend in the previous quarter. UPI spends earn just core points there and don't count for its fee waiver.
BPCL SBI Card costs ₹499 + taxes, reversed on ₹1 lakh of annual spends from 1 May 2026, up from ₹50,000. It gives 13 reward points per ₹100 at BPCL pumps, and at 4 points to ₹1 that is 3.25%, up to 1,300 points a statement cycle, or about ₹325 (1,300 divided by 4). Groceries, departmental stores, movies and dining earn 5 points per ₹100 up to 5,000 points a month. There is no lounge, and fuel paid by UPI earns nothing.
IndianOil HDFC costs ₹500 plus taxes, waived on ₹50,000 of yearly spends. It pays 5% as Fuel Points at IndianOil outlets, but only up to 250 points a month in the first 6 months and 150 after that, and a Fuel Point is worth ₹0.96 as free fuel, so roughly ₹144 a month after the first half-year (150 times ₹0.96). Groceries and bills earn 5% too, capped at 100 points a month each. No lounge access.
Choose by pump: HPCL Super Saver if you use HPCL and want cashback without a points conversion, plus UPI and a quarterly lounge on high spends. ENERGIE gives a slightly higher HPCL cap and an easier lounge rule, BPCL SBI the highest fuel cap for BPCL users, and IndianOil HDFC an easy ₹50,000 waiver for IndianOil users. BankCreds does not sell cards or take applications. Fees and rewards change; the bank's own terms on the day you apply are what count, and approval is the bank's decision.
