Fuel Credit Cards Explained: Surcharge Waivers, Caps and Real Value
A fuel credit card saves money in two separate ways: it refunds the 1% surcharge a pump adds to card payments, within a transaction band and a cap, and a co-brand version also pays points or cashback at one oil company's pumps. The refund only cancels a charge, so the real gain is the points, and on most co-brands in our data those stop at ₹10,000 of fuel a month or less. This guide shows how to work out what a fuel card is worth before you pay its fee.
In short
A fuel card pays off only when your usual pump brand, your fill size and your monthly fuel spend all fit the card's band and cap; outside those limits it behaves like an ordinary card with a fee.
Best for
- Drivers who fill up at one oil company's pumps every week
- People spending ₹3,000 to ₹10,000 a month on fuel, where most earn caps sit
- Cardholders who will redeem points as free fuel, where a point is usually worth the most
Skip it if
- You pay for fuel by UPI, which several fuel cards exclude from points and the waiver
- Your fuel bill runs past ₹25,000 to ₹50,000 a cycle, where new issuer fuel fees start
- You buy fuel at whichever pump is nearest, whatever the brand
Highlights
- Surcharge waiver: usually 1%, on single fills inside a band such as ₹400 to ₹4,000
- Co-brand waiver caps run from ₹50 a cycle on IndianOil Axis Bank to ₹250 on IndianOil HDFC Bank
- Co-brand earn: up to 25 points per ₹100 at BPCL on BPCL SBI Card OCTANE
- SBI Card charges 1% on total fuel spend above ₹50,000 a cycle from 1 December 2026
- One IndianOil RBL Bank XTRA fuel point is ₹0.50 at IndianOil but ₹0.10 on the RBL portal

What a fuel credit card actually does
When you pay for petrol or diesel by card, the bank that runs the pump's card machine adds a surcharge, usually 1% of the bill. A fuel surcharge waiver is your card issuer refunding that surcharge later, on the statement. It is not a reward, it only bring you level with someone who paid cash.
Each issuer attaches three conditions to the refund. The single fill has to sit inside a band, such as ₹400 to ₹4,000 on IndianOil Axis Bank or ₹400 to ₹5,000 on IndianOil HDFC Bank. There is a cap, for example ₹50 a cycle on the Axis card and ₹250 on the HDFC one. And some issuer do not refund the GST charged on the surcharge; Axis says so plainly.
The co-brand part: points at one oil company
Most cards sold as fuel cards are co-brands with one oil company: BPCL, IndianOil, HPCL or Jio-bp. On top of the waiver they pay accelerated points or cashback when you fill up at that company's pumps. BPCL SBI Card OCTANE gives 25 Reward Points per ₹100 at BPCL, IndianOil Kotak gives 24 points per ₹150 at IndianOil, and ICICI Bank HPCL Super Saver give 4% cashback at HPCL.
Some issuers go narrower. Since 15 July 2026 HPCL ENERGIE BOBCARD pays its points and waiver only at HPCL outlets on a merchant list shared by HPCL, and IndianOil RBL Bank XTRA earns its fuel rate only at listed IndianOil stations, so a HPCL pump which is not on the list earn you nothing extra.
Cards that pay on fuel at any pump
A smaller group ignores the brand. Kotak Cashback+ pays 3% on fuel at all fuel stations, inside one 750-point cap shared with its 5% categories. Many ordinary cards do the reverse and refunds the surcharge while paying no points on fuel.
Why UPI matters here
RuPay fuel cards can be linked to UPI, and NPCI says customers are not charged for using a credit card on UPI, but merchant surcharges such as fuel can still apply. The BPCL SBI cards give no points and no waiver on fuel paid by UPI, and IndianOil Kotak's waiver does not work on UPI either. If the fuel benefit is the reason you holding the card, swipe or tap it at the pump.
How to work out what a fuel card pays you
The headline figures that banks print mixes two things, the points rate and the 1% waiver. BPCL SBI Card OCTANE, for example, is sold as "7.25% value back", which is 6.25% in points plus the 1% refund. To see what you really get, work out each part on its own and apply its own cap.
- Points: fuel spend at the partner pump up to the cap, divided by the spend block, times the points per block, times the rupee value of one point.
- Waiver: 1% of each fill that fall inside the band, added up and then cut down to the cycle cap.
- Cost: the annual fee plus 18% GST, unless your yearly spend reach the waiver level.
Example 1: ₹4,000 a month in two ₹2,000 fills
On BPCL SBI Card at 13 points per ₹100, ₹4,000 at BPCL earns 520 points (40 x 13), worth ₹130 (520 x ₹0.25). The waiver is 1% of ₹4,000, so ₹40, well under the ₹100 cap. That makes ₹170 a month (₹130 plus ₹40) or ₹2,040 a year (₹170 x 12), against a ₹499 fee that is ₹588.82 with 18% GST and gets reversed on ₹1 lakh of yearly spend.
IndianOil Kotak earn 24 points per ₹150, but only on whole multiples of ₹150 in each transaction. A ₹2,000 fill holds 13 such blocks (13 x ₹150 is ₹1,950), so the last ₹50 earns nothing: 312 points a fill (13 x 24), 624 a month. At 25 paise on the Kotak catalogue that is ₹156 (624 x ₹0.25); taken as cashback at 20 paise it drop to ₹124.80 (624 x ₹0.20). Add the ₹40 waiver for ₹196 a month at catalogue value.
Example 2: ₹15,000 a month in five ₹3,000 fills
Here the caps take over. On OCTANE, ₹15,000 would earn 3,750 points (150 x 25), but the cap is 2,500 points a cycle, so you get 2,500, worth ₹625 (2,500 x ₹0.25). The waiver would be ₹150 but stops at ₹100. Total ₹725 a month (₹625 plus ₹100), which is 4.83% of ₹15,000 (₹725 divided by ₹15,000) and not the 7.25% on the label.
IndianOil RBL Bank XTRA earns 15 fuel points per ₹100 at listed IndianOil stations, up to 2,000 points a month. ₹15,000 would give 2,250 points (150 x 15), so the cap bite and you keep 2,000. Redeemed as IndianOil fuel at ₹0.50 a point that is ₹1,000; on the RBL rewards portal at ₹0.10 it is only ₹200. Each ₹3,000 fill sits inside the ₹500 to ₹4,000 band, so the waiver is ₹150, under the ₹200 cap, for ₹1,150 in all (₹1,000 plus ₹150).
| Card and monthly fuel | Points value | Waiver | Monthly total | Yearly total |
|---|---|---|---|---|
| BPCL SBI Card, ₹4,000 | ₹130 | ₹40 | ₹170 | ₹2,040 |
| IndianOil Kotak, ₹4,000 | ₹156 | ₹40 | ₹196 | ₹2,352 |
| BPCL SBI Card OCTANE, ₹15,000 | ₹625 | ₹100 | ₹725 | ₹8,700 |
| IndianOil RBL Bank XTRA, ₹15,000, fuel redemption | ₹1,000 | ₹150 | ₹1,150 | ₹13,800 |
The yearly column is the monthly total times 12 (₹196 x 12 is ₹2,352, ₹725 x 12 is ₹8,700, ₹1,150 x 12 is ₹13,800), before fees. The waiver part is money you would of paid only because you used a card; the points are the real gain.
Fees and charges that matter on a fuel card
Most of fuel co-brands are low-fee cards: ₹449 on IndianOil Kotak, ₹499 on BPCL SBI Card, HPCL ENERGIE BOBCARD and IDFC FIRST Power+, and ₹500 on IndianOil Axis Bank, IndianOil HDFC Bank and ICICI Bank HPCL Super Saver, all plus 18% GST. OCTANE costs ₹1,499 and IndianOil RBL Bank XTRA ₹1,500, which RBL charges as an annual fee from the first year, not as a joining fee. BOBCARD's pages show a ₹0 joining fee from 1 September 2026, but that is a limited-period offer, and IndusInd Jio-bp Mobility+ has no annual fee and levies its ₹499 joining fee only if you spend less than ₹10,000 in the first 90 days, with IndusInd saying the final fee is confirmed at application.
Fee waivers and whether you reach them
The waiver level decides whether the fee is real cost. IndianOil HDFC Bank, IndianOil Kotak and HPCL ENERGIE BOBCARD waive the renewal on ₹50,000 of yearly spend, about ₹4,167 a month (₹50,000 divided by 12). BPCL SBI Card needs ₹1 lakh since 1 May 2026, up from ₹50,000; OCTANE needs ₹2 lakh, IndianOil RBL Bank XTRA ₹2.75 lakh and IndianOil Axis Bank ₹3.5 lakh, a figure its terms give although the MITC table leaves it out. Fuel alone rarely get you there, so count your other spends too, and note BOBCARD does not count UPI spends towards its waiver.
The new fees on big fuel bills
From 1 December 2026 SBI Card charges 1% on the total fuel spend of a billing cycle once it pass ₹50,000. Per cycle, Axis charges 1% on fuel of ₹50,000 or more, IDFC FIRST 1% above ₹30,000, Kotak Cashback+ 1% above ₹25,000, and IndusInd 1% plus GST above ₹30,000 since 15 June 2026, which now cover its Jio-bp card too.
Others go by transaction: ICICI charges 1% on fuel transactions above ₹10,000, HDFC Bank 1% on a fuel transaction above ₹15,000 (capped at ₹4,999), and IndianOil RBL Bank XTRA 1% on each one above ₹10,000 (capped at ₹3,000). IndianOil Kotak is the exception, its fee table lists the fuel transaction fee as waived.
In rupees: someone who put ₹60,000 of fuel on an SBI card in one cycle after 1 December 2026 pays 1% of ₹60,000, which is ₹600, plus 18% GST of ₹108, so ₹708. That is more than a full month of OCTANE's capped points.
Smaller costs
- Redemption fees: SBI Card charges ₹99 plus taxes on statement credit and physical vouchers, while no fee is stated for instant fuel redemption at BPCL; IndianOil HDFC Bank charge ₹50 per cashback redemption.
- Interest of 3.75% a month on all the SBI Card, HDFC Bank and Kotak fuel cards wipes out any fuel saving as soon as you carry a balance.
- Expiry: 2 years on IndianOil Kotak and IndianOil HDFC Bank, 24 months under RBL's rewards terms (RBL does not say separately whether that covers fuel points), and never on IDFC FIRST Power+, as per its card page.

BPCL
- BPCL SBI Card OCTANE: 25 points per ₹100 at BPCL up to 2,500 points, ₹1,499 fee reversed at ₹2 lakh of spend.
- BPCL SBI Card: 13 points per ₹100 at BPCL up to 1,300 points, ₹499 fee reversed at ₹1 lakh.
IndianOil
- IndianOil HDFC Bank: 5% as Fuel Points, capped at 150 a month after the first 6 months, with a waiver up to ₹250.
- IndianOil Axis Bank: 20 points per ₹100 on up to ₹5,000 of fuel a month, and a waiver capped at only ₹50.
- IndianOil Kotak: 24 points per ₹150 up to 1,200 points, plus 12 per ₹150 on grocery and dining.
- IndianOil RBL Bank XTRA: 15 fuel points per ₹100 at listed stations up to 2,000 a month, worth ₹0.50 each as fuel.
HPCL
- ICICI Bank HPCL Super Saver: 4% cashback capped at ₹200 a month, plus 1.5% as Happy Coins when you pay through the HP Pay app.
- HPCL ENERGIE BOBCARD: 24 points per ₹150 at listed HPCL outlets up to 1,000 points, ₹499 fee waived at ₹50,000.
- IDFC FIRST Power+: 30 points per ₹150 at HPCL on up to ₹12,000 a cycle, but no surcharge waiver at all.
Jio-bp and any pump
- IndusInd Jio-bp Mobility+: 12 Smiles per ₹100 at Jio-bp up to 1,200 a cycle; IndusInd do not publish what one Smile is worth.
- Kotak Cashback+: 3% at all fuel stations, inside a 750-point cycle cap shared with its 5% categories.
- Standard Chartered Platinum Rewards: 5 points per ₹150 on fuel, but no waiver is listed, so the surcharge eat the points and more.
How to compare two fuel cards
Comparing fuel cards on their headline percentages is mostly useless, because the caps decide the result for nearly everyone. Go through these checks in order, and stop when one card fail a check the other passes.
- Which pump do you actually use? Write down the brand of the two pumps nearest your home and office. A 6.25% BPCL card are worth nothing extra at an IndianOil pump.
- Your monthly fuel against the cap. Turn each cap into rupees of fuel. OCTANE's 2,500 points is ₹10,000 of BPCL fuel (2,500 divided by 25, times ₹100); IndianOil Axis Bank stops at ₹5,000; ICICI HPCL Super Saver's ₹200 cashback cap is reached at ₹5,000 (₹200 divided by 4%). If you spend ₹6,000, the bigger cap can matter more than a higher rate.
- Your usual fill against the band. If you always fill ₹4,500 at a time, a card with a ₹4,000 ceiling give no waiver on any fill, while the ₹400 to ₹5,000 band on IndianOil HDFC Bank covers it.
- How you will redeem. Compare point values at the redemption you will really use. An IndianOil HDFC Bank Fuel Point is ₹0.96 as fuel but ₹0.20 as cashback, which also needs 12,500 points and a ₹50 fee.
- The fee and the waiver level. Add 18% GST to the fee and check if your total yearly spend, not only fuel, cross the waiver.
- Everything else on the card. IndianOil Kotak adds 2% on grocery and dining up to ₹200 a cycle, OCTANE adds 2.5% on groceries, dining, movies and departmental stores, and IDFC FIRST Power+ adds 5% on grocery and utility on up to ₹2,000 of spend.

Mistakes that quietly cancel the fuel benefit
- Treating the waiver as cashback. The 1% refund only undo the surcharge. A card that waives the surcharge but pays no points on fuel saves you nothing over paying cash.
- Filling in one go above the band. One ₹5,000 fill on IndianOil Axis Bank gets no waiver, because the band ends at ₹4,000, and no fuel points either, since Axis pays them only on transactions of ₹400 to ₹4,000. Two fills of ₹2,500 get ₹25 each, which hit the ₹50 cap exactly.
- Paying by UPI out of habit. On the BPCL SBI cards that lose you both the points and the waiver for the fill.
- Points with no waiver. Standard Chartered Platinum Rewards gives 5 points per ₹150 on fuel, which is ₹1.25 (5 x ₹0.25) on every ₹150, about 0.83%. Its tariff lists the petrol surcharge as ₹10 or 1% with no waiver, so a fill can cost more in surcharge than it earn back.
- Letting points lapse. BPCL SBI Card points last 24 months under the MITC and HDFC Fuel Points 2 years. Redeem at the pump every few month instead of saving for a big redemption that never comes.
- Revolving the balance. A month's interest at 3.75% on a ₹10,000 fuel bill is about ₹375, more than half of OCTANE's capped ₹625 of monthly points.
Pros and cons
Pros
- The 1% surcharge refund removes the extra cost of paying for fuel by card, on fills inside the band
- Co-brand earn of 3.25% to 7.5% at the partner pump, against base rates of 0.2% to 1% on the same cards
- Fees are mostly low, ₹449 to ₹1,500 plus GST, and three cards waive them on ₹50,000 of yearly spend
- Points can be spent as free fuel at the pump, with no minimum balance on the BPCL SBI cards
- Many RuPay fuel cards also work on UPI for other merchant payments
Cons
- Earn caps are low: BPCL SBI Card OCTANE stops at 2,500 points a cycle, which is ₹10,000 of fuel
- The waiver is lost on any single fill outside the band, such as ₹4,500 on a card with a ₹4,000 ceiling
- Fuel paid by UPI earns no points or waiver on the BPCL SBI cards, and no waiver on IndianOil Kotak
- Fuel at another company's pump earns only the base rate, or nothing
- New fees of 1% on large fuel bills, such as SBI Card's above ₹50,000 a cycle from 1 December 2026
- Point value falls off the pump: an IndianOil HDFC Bank Fuel Point is ₹0.96 as fuel but ₹0.20 as cashback
